During September 2003, Mr. Mufti Mohd. Sayeed erstwhile CM of J&K had requested the Army Commander Northern Command Lt. Gen Hari Prasad, PVSM, AVSM, VSM- to consider feasibility to establish good public schools on the lines of Army Public School, Beas, in the militancy affected backward areas of Jammu and Kashmir. The noble idea was accepted by the army to be progressed under the overall aegis of 'sadbhavana'. Over a period of time there has been a long felt need for high quality educational institutes in the hill districts of Jammu and Kashmir. With the consent of the CM J&K, two places were selected for establishing such schools.

In 2004 Lt. Gen Hari Prasad PVSM, UYSM, AVSM, VSM, ADC GOC in C Northern command conceived and embarked on the noble mission of establishing ARMY GOODWILL PUBLIC SCHOOL RAJ0URI. The aim was to provide quality education to the children of the state of Jammu and Kashmir. The Honourable Chief Minister Mr. Mufti Mohd Sayeed also contributed in the project in terms of land and infrastructure for water supply and electricity. An 8.9 crore school project was planned under Sadbhavana under the aegis of 25 Inf Div the school started functioning on 15 July 2004. In order to cater for gestation period in establishing a permanent school, it was decided that an interim school would function at the location where the VVAPS is now located.

The school has been established from class VI-XII with an aim to impart education based on modern and scientific lines to attain the ideals of peace, freedom and social justice. It provides an opportunity to realize the dreams and potential of children of J&K at a reasonable cost. This Dynamic institution is committed to forge ahead towards a future with equal space for latest technology and basic human values.
